Publish a finding only after the evidence window is useful.

These briefs turn repeated Observatory snapshots into readable summaries. A topic needs at least 6 comparable snapshots, 120 headlines in total, 10 headlines in every included snapshot and a median of 5 unique domains.

Important: This is a publication-readiness rule, not a statistical significance test. The data are provider search samples, so briefs describe the observed information environment and do not estimate population effects.
